The methodology tested was an extension of the previously developed Officer Grade Requirements (OGR) procedure. In the OGR project, a criterion board rated 3,575 officer jobs for grade, then a nine-variable multiple regression equation was developed which efficiently predicted the criterion ratings. Two preference ratings on an 18-point scale (-9 to +9) were obtained for each of 150 CONUS locations. One rating was obtained using base or station names.
