Army Acquisition: More Testing Needed to Solve Heavy Equipment Transporter System Problems

Abstract:
We reviewed the Army's acquisition of a new Heavy Equipment Transporter System (HETS). The new HETS, consisting of a tractor and semitrailer, is designed to transport tanks and other heavy equipment. In 1991, the Army expanded the HETS transportation company's mission and increased the required number of HETS. Our objectives were to determine whether the (1) Army had adequately justified the HETS company's expanded mission and increased HETS quantity requirement, (2) new HETS has demonstrated a capability to meet its mission requirements, and (3) Army's HETS acquisition complied with the Department of Defense's (DOD) fly-before-buy policy
