Report of the Defense Science Board on Use of Commercial Components in Military Equipment

Authors: DEFENSE SCIENCE BOARD WASHINGTON DC
Abstract:
The Task Force Found that, despite overwhelming verbal support, movement toward greater use of commercial products and practices has been slow. Well intentioned reform in legislation and regulation, increased oversight and audit, continued expansion of administrative burden, and increased risk of civil and criminal liability have combined to make Defense procurement more and more discordant with commercial practices. To overcome this slide away from commercial products and buying practices, the Task Force recommends that the Secretary make commercial acquisition the 'flag ship' of procurement reform
