Asian Organized Crime and Terrorist Activity in Canada, 1999-2002

Abstract: This study is based on open source research into the scope of Asian organized crime and terrorist activity in Canada during the period 1999 to 2002, and the extent of cooperation and possible overlap between criminal and terrorist activities in that country. The analyst examined those Asian organized crime syndicates that direct their criminal activities at the United States via Canada, namely crime groups trafficking heroin from Southeast Asia, groups engaging in the trafficking of women, and groups committing financial crimes against U.S. interests. The terrorist organizations examined were those that are viewed as potentially planning attacks on U.S. interests. The analyst researched the various holdings of the Library of Congress, the Open Source Information System (OSIS), other press accounts, and various studies produced by scholars and organizations. Numerous other online research services also were used in preparing this study, including those of non-governmental organizations (NGOs) and international organizations. Section 1, U.S.-Canada Border Assessment, examines commercial activity, Akwesasne Reservation, immigration and refugee policy, Canadian ports, and the effects of September 11, 2001. Section 2, Asian Organized Crime, focuses on heroin trafficking, the trafficking of women, and financial crimes; Chinese organized crime groups operating in Canada (i.e., Big Circle Boys, United Bamboo Gang, 14K, Kung Lok, Sun Yee On, Wah Ching Gang, and Wo Group); Vietnamese-based criminal groups; and The West Coast Players. Section 3, Foreign Terrorist Organizations in Canada, examines Al-Qaeda, Algerian Armed Islamic Group, Egyptian Al-Jihad, Hamas, Hezbollah, and the Kurdistan Workers Party. Section 4, Cooperation between Terrorists and Organized Crime, looks at the issues of drug trafficking, forged documents, and the Canadian diamond industry.
