The Impact of the Medicare-Eligible Retiree Health Care Fund on Navy Military Treatment Facilities' Demand-to-Capacity Solution

Abstract:
The Medicare-Eligible Retiree Health Care Fund (MERHCF) covers the medical benefits provided to Medicareeligible retirees and dependents of the uniformed services. A comparative analysis of two Navy Military Treatment Facilities identified the impacts of MERHCF on their respective demand-to-capacity solutions. The common elements of a Health Care Requirement Analysis (HCRA) and best business practices were used to show the challenges of MTFs in providing medical care to an increasing population and health care of Medicare-eligible military retirees and their families. The analysis showed that MERHCF provides an opportunity for Navy MTFs to maximize the reimbursement and recapture outsourced patrons by optimizing the effectiveness and cost efficiency of staffing and resources to deliver healthcare for the maximum number of beneficiaries.
