Under references (a) through (n) Title 30 United States code, Section 21a, 'Mining and Minerals Policy Act of 1970', Title 30, United States Code, Section 1601 et seq., 'National Materials and Mineral Policy, Research and Development Act of 1980', DoD Directive 4700.1, 'Natural Resources -- Conservation and Management,' November 6, 1978, Title 30, United States Code, Section 351 et seq., 'Mineral Leasing Act for Acquired Lands', Title 30, United States Code, Section 181 et seq., 'Mineral Lands Leasing Act', this Directive establishes policy, assigns responsibilities, and provides procedures for making DoD lands available for mineral exploration and extraction.
