Abstract: Since 1991, successes in Iraq (Operations Desert Shield and Storm), Bosnia, and Afghanistan (among others), and more recently in Operation Iraqi Freedom, have testified to the effectiveness of the joint military force and its warfighting potential. The ways in which joint officers are currently educated and trained are largely governed by Title IV of the Goldwater-Nichols Act of 1986 (GNA). However, it is increasingly recognized that the current approach to joint matters needs to evolve from its current static format to a more dynamic approach that broadens the definitions of joint matters and joint qualifications and allows for multiple paths to growing joint officers.
