Abstract: Beginning in Fiscal Year 2008 the Department of Defense has a new R&D program to develop a science base and associated technologies for human, social and culture behavior modeling. The program is vertically integrated across three categories of RDT&E funding: Applied Research, Advanced Technology Development, and Advanced Component Development & Prototypes. The military capability needs being addressed center on enablement of modeling for Irregular Warfare (IW) and Security, Stability, Transition, and Reconstruction Operations (SSTRO) and on using computational models to support operations analysis, intelligence analysis, training and Joint experimentation. The overarching goal is to provide DoD and the US Government with the ability to understand and effectively operate in the human/social/culture terrains in non-conventional warfare missions. This document represents the first in a series of quarterly newsletters produced by the Human, Social, Cultural, Behavioral Modeling Program at the Office of Naval Research and content represents the work of modelers, social scientists and other who are working to find answers to these challenges.
